 EU to Increase Harley Tariffs to 56% Effective June 2021; H-D to "Vigorously Defend its Position"

In what it has described as an "aggressive EU tariff ruling," Harley-Davidson, Inc. says it has received notification from the Economic Ministry of Belgium that, following a request from the European Union (EU), the company would be subject to the revocation of Binding Origin Information (BOI) credentials, effective April 19, 2021.
Harley-Davidson says it will be lodging an immediate legal challenge to this decision.
"Since 2019, the company has operated with BOI regulatory credentials, allowing it to supply its EU markets with certain motorcycles produced at its international manufacturing facilities at tariff rates of 6%.

"The EU's new ruling will apply to the entire Harley-Davidson product portfolio and will effectively prohibit the company from functioning competitively in Europe. From June 2021, all Harley-Davidson products, regardless of origin, will be subject to a 56% import tariff within the EU."
European OEMs, including motorcycle manufacturers, will continue operations with significantly lower import tariffs to the U.S., ranging from 1.2% for up to 800 cc products to 2.4% for over 800 cc products, and with automobiles at 2.5%.
Jochen Zeitz, Chairman, President and CEO of Harley-Davidson, stated: "This is an unprecedented situation and underscores the very real harm of an escalating trade war to our stakeholders on both sides of the Atlantic.
"The potential impact of this decision on our manufacturing, operations and overall ability to compete in Europe is significant. Imposing an import tariff on all Harley-Davidson motorcycles goes against all notions of free trade and, if implemented, these increased tariffs will pose a targeted competitive disadvantage for our products against those of our European competitors."
This news release was issued by Harley at 6:30 a.m. on April 19 and in guidance notes that accompanied it, the company said that "notification was received from The Director General of Economic Analysis and International Economy, Federal Public Service Economy (the Economic Ministry of Belgium) at the request of the European Union, that pursuant to the Implementing Decision (EU) 2021/563 of the European Commission of March 31, 2021, Harley-Davidson would be subject to the revocation of the Binding Origin Information (BOI) credentials by the Belgian Economic Minister effective April 19, 2021.
"In 2018, the European Union placed a 25% incremental tariff (31% total tariff) on motorcycles imported into the European Union from the U.S., including Harley-Davidson motorcycles. This tariff became effective June 22, 2018. The tariff is scheduled to increase to a 50% incremental tariff (56% total tariff) effective June 1, 2021.

"Harley-Davidson remains committed to free and fair trade and is focused on ensuring it remains globally competitive in the interests of its stakeholders and is committed to ensuring its customers around the world have access to its products."

In brief, however, it looks like Harley's financial fortunes are somewhat on the mend, with Motorcycles and Related Products segment revenue up by +12 percent "amid strong retail demand for Touring motorcycles."
Though it has to be remembered that, as with all manufacturer and wider market data we'll be seeing in 2021, the picture is distorted by lapping the sometimes quite dreadful pandemic driven data seen in 2020 - so context is important in making any real judgement on Harley's progress.
Global retail motorcycle sales in the first quarter were up +9%, "driven by very strong Q1 U.S. retail growth over Q1 prior year. EMEA retail sales declines were impacted by continued COVID lockdowns, the company's decision not to continue selling Street or Sportster motorcycles in Europe and shipping delays brought on by the pandemic.
"In Latin America, retail sales were impacted by the reduction in dealers and pricing actions across the portfolio, which were executed as part of the Rewire strategy.
"Significantly improved Motorcycle segment gross margin and operating margin were driven by favorable mix following the Rewire product portfolio adjustments, lower sales incentives and reduced SG&A. HDFS, Harley's Financial Services segment, saw Q1 2021 operating income growth of $96m over Q1 2020 - driven by a favorable adjustment to the provision for credit losses."
Cash flow from operations improved in Q1 (up $171m over Q1 2020) and as a result of the improvements Harley is increasing its 2021 full-year guidance on Motorcycle segment revenue and Motorcycle segment operating margin - "assuming the company is able to mitigate additional EU tariffs and Financial Services segment operating income."

Silverstone Auctions are delighted to be offering an outstanding collection of motorcycles in The May Sale on Saturday 22nd May. They have a brand-new motorcycle department which is managed by specialist Mark Bryan, who has been around motorcycles his whole life and has great expert knowledge from within the industry.

They are pleased to announce that they will also have dedicated motorcycle sales at The May Sale, The Classic Sale at Silverstone, and The NEC Classic Motor Show Sale this year, alongside the classic car and automobilia auctions.

Going under the hammer in The May Sale 2021 is this 1977 MV Agusta 850 Monza. This striking motorcycle is UK registered from new with just two previous owners. It is unrestored and has been dry stored for the last 15 years. The motorcycle has had its brakes recently rebuilt and is guided at a sensible price of £40,000 - £50,000.

Another excellent motorcycle confirmed for the sale is this c1947 Norton Model 40 Manx. This motorcycle was ridden by Ex-Dennis Langton at the Manx Grand Prix bike between 1948 and 1953 – its best overall finish was 30th in 1953 at an average speed of 76.27mph. The motorcycle is mostly original with great patina and is completed with pictured spaces, paddock stand, history file with numerous period photographs and much more. Silverstone Auctions will be offering this on the 22nd May at a guided price of £25,000 - £30,000.

Also confirmed for the sale is this 1973 Triumph X-75 Hurricane. This iconic motorcycle is just 1 of only 1,152 produced and one of the most exciting classic British bikes as well as one of the rarest. The bike has been restored to a good standard having done only 2,400 miles since and has been with the same owner for the last 26 years. Silverstone Auctions will be offering this Craig Vetter-designed, Triumph triple at a guided price of £15,000 - £20,000.

Superbly presented is this 1957 Norton Model 30 International. This is just one of only 70 special-order bikes built in 1957 and is a stunning example of Norton’s legendary long-lived Model 30 International. The car has been restored by Robin James in 2004 to a very high standard and has been dry stored for the last few years. The motorcycle comes with a good history file including old photos and restoration receipts and Silverstone Auctions are offering the Norton 30 International for £20,000 – £25,000.

S&S Cycle is backing both the Bagger racing series that are planned for 2021 - with contingency available for racers in the three events of the 2021 RoadAmerica King of The Baggers series, and at the Drag Specialties Bagger Racing League races.

The three MotoAmerica races are slated for Michelin Raceway Road Atlanta (April 30-May 2), RoadAmerica (June 11-13) and WeatherTech Raceway Laguna Seca (July 9-11).
The Drag Specialties Bagger Racing League will be staged at the Utah Motorsports Campus, near Salt Lake City, June 25 - 27th; it is possible that two further BRL race dates and venues will be announced in 2021.
The S&S contingency program, which applies across the races in both series, has over $30,000 at stake with payouts down to third place - for riders of both Indian and Harley touring models.
For those using the custom race exhaust that S&S is building (one for each platform) for the entire 2021 KoTB or BRL season, there is $3,000 available for a race win; $2,000 for a second place and $1,000 for third.
The usual other sponsorship requirements apply, such as unobstructed/visible S&S exhaust logos, an authorized S&S upper arm leathers patch and a 3" S&S sticker on the fairing or saddlebags - S&S factory racers are excluded.
S&S is also offering a Big Bore Bagger Bonus - qualifying racers who place in the top three at any of the BRL or KoTB races who run an S&S big bore kit and cam chest will receive a bonus check.

Our first electric motorcycle, the TS, has won the prestigious Red-Dot Award for Product Design 2021.  This is a huge achievement for a company in it's 3rd year of existence and sets the standard for the future of the Verge Motorcycles family. The TS is our initial statement to the motorcycling world with our company's message being clear; to create something different, something bold and something that challenges traditional thinking, both functionally and visually.  

This award confirms that we are achieving what we set out to do with our vision.  Being in the same conversation as Ferrari, Polestar, Honda and Yamaha is an honour, especially when we were looking at prototype sketches just 3 years ago.  This announcement is the first in many more that will come in the year 2021 as we push towards production.  As a team of less than 10, it has been tough to fight against the effects that COVID-19 has had on the business world, but this is a reminder that we are doing the right things and only fuels us to push forward.

 As the weather this time of year is more changeable than a women… it’s a good thing to be well prepared when going for a ride with your motorcycle.

I went to see the people at IGM Trading – Grand Canyon for advice and they provided me with their newest Grand Canyon Brandon Jacket, a Premier Evo Helmet and a pair of Stylmartin motorcycle shoes.


I have been riding almost every day since I got them about six weeks ago; through rain, storm, freezing cold and end even some rather hot days in the sun! The Premier Vintage Collection Evo helmet is comfortable, looks cool and the small, integrated windshield gives me more wind protection than expected. The Stylmartin shoes are great with protection you’ll need when things go wrong (which happens now and then in my case…) and the IMG Grand Canyon ‘Brandon’ textile jacket is just what I was looking for, with protectors, inner liners and useable throughout the whole year, this a real ‘all year’ jacket that is comfortable, has protection and with its many pockets is perfect for everyday use. It feels good, both while riding as well as wearing it casual.

It was during a very cold day when riding with the Sportster with sidecar, that my daughter Ylva made these cool pictures of me, yeah… Holland’s Next Top Model, here I come!

The Great Relay is een klassieke motorestafette, iedere etappe is een openbare ride-out. Startpunt is altijd de lokale H-D-dealer. Het aan die dealer verbonden H.O.G. chapter zet een geweldige route uit die eindigt bij de volgende H-D-dealer. Daar wordt de karavaan ontvangen in samenwerking met het lokale H.O.G. chapter. De volgende dag vertrekt dat chapter met in zijn midden de Pan America™. Dit 15.000 kilometer lange avontuur is zo de ultieme test voor Harley-Davidsons eerste Adventure Touring model, dat gebouwd is om grenzen te verleggen en de verhoudingen in het all-road segment flink op te schudden.
